Default Water leak in trunk

I have a 99 civic hatchback and I live in WA and its rains a lot here and today I notice that I had some water in the spare tire area. Its coming from the driver side brake light area so I took off the brake light and checked the rubber gasket behind the brake light and it looks good no cuts or rips and it was dry. Does anybody know what might be the problem?

Did you check the seal around the trunk edges?

i know with my coupe there were 2 plugs about the size of a quarter just under tail lights, one was missing. water just poured right in.

you might need to look under the bumper to find these

I've been having this issue in my '97 DX. Hopefully your plug solution works out for me!
