Default Water on floor/ NOT AC OR HEATER CORE

I have water on the passneger side floor board of my 93 SI when it rains heavily. I know there was a TSB about this for 92-95 civics and when I searched there was many people with the problem and no fix.

How do I fix this? it suposedly is a seam at the fender/fire wall?? can any one cive me some details I dont want to just go spreading silicone all over

Pull back the carpet and find the rust.
