Put money into stiffening the suspension and go faster around corners and turns.. even with bolt-ons your car still won't beat my granny's ride in a quarter mile with her driving it.

OP, your car will not make more power with bolt-ons. If you drop a grand on the motor, it will be a comical waste of money. D series engines do not respond to bolt-ons. They just don't. They're economical grocery getters, made to move from point A to point B while using as little gas as possible and still being capable of reaching highway speeds. Putting an exhaust and an intake on a stock D series is like pissing yourself in black pants - you'll get a warm and fuzzy feeling, but no one else will notice. The few people who do notice will laugh at you, and soon, that **** will get cold, and you'll just be stuck wading around in your own cold, wet, ****-soaked pants.
Want to spend a grand on your engine? Save it. Spend it on hookers and booze - you'll have more fun, and a better story to tell than you'll ever get out of D series bolt-ons.
If you want your car to be more fun to drive, get a good suspension setup. What's "good"? Go read the FAQ sticky - there's a massive, well done post in there about the best setup for each price point. Want to go faster? for d series turboing it is about the only way to see decent power gain. N/A is horrible for a d motor. Either turbo it or go b or k . that's your best choices

Sell the car and spend the money on one with a bigger motor or has a turbo. D-series as everyone says gets nothing with Bolt-ons. Its nice someone handed you a car, but to be honest, nothing will make a basic civic "Fast -n- Furious " without some serious tuning or modification, hence the term "Building an Engine"

Well i dont know what kind of car you have... but.... You dont have to "upgrade" the motor to make it faster. Maintenance goes a long way.
Short list of FREE things to make your D-Series faster:
Clean out that throttle body its easy and gives you better throttle response.
Tighten up your throttle cable. Its most likely loose, yet again throttle response.
Weight reduction, if you dont need it - GET RID OF IT!
(EX. I carry a tool box, a spare, and a jack, thats it, i have a full interior but a stripped trunk)
Set up an Icebox for what i am guessing is your short ram intake. (Highly doubt its a true CAI) You can make it out of milk jugs and zip-ties if you really "budget".
You wont see a HP gain but your motor will be happy.
Get rid of exterior antennas, and anything else that cause unnecessary drag.
Cut holes in the back bumper, will reduce drag when air pockets there at high speed.
Mods you can do for cheap:
Change out your fluids. New Dot 4 fluid for the brakes and clutch feels sensational. Don't forget about the trany fluid/oil for most people its the original fluid and after 150K it NEEDS changed.
Belly pan, Smooth out under your engine bay. Reduces drag and increases MPG as-well.
Fuel injector cleaner (Lucus Oil)
Buy a Paul Walker T-Shirt
Adjust valve timing, its free it just costs you a valve cover gasket.
Lower sub-frame U or H brace. Noticeably improves handling, and can be had for 25$
Expensive but worthy mods:
For the D-Series... Turbo... thats it. Maybe new cam?
B and K series swaps are most popular. I personally really like the H series 4WD setups.
GOOD BRAND suspension. Ebay coil-overs are throwing your money away
