You're hearing something that wasn't said. With what you have now you will fail. Get a cat put on and you have a better chance of passing emissions. Aren't your tags expired today?

You need a cat, an OBDII ECU, and idk if you have one or not, but you'll need a rear O2 sensor, crank sensor, and EVAP system hooked up. Also, the ECU can't be JDM because the OBDII emissions testing equipment can't read JDM ECUs. After you've got your ECU, cat, and other items squared away you're going to need to drive the car around for about 30 minutes to set the readiness monitors otherwise it'll fail emissions for "Not Ready".

It might be worth mentioning in here that some counties in WA don't require emissions, so if you were to purchase a car from one of those counties but live in a county which requires emissions, you might want to keep that in mind!
