I checked out that code 21 was my vtec spool solenoid value. How can i fix the problem to it? I didn't come on until I hooked up a apex vtec controller. Am i suppose to do some thing to the settings?

The person I bought the car from told me that the first motor blew and he had a new one put in. But before I put the apex vtec vafc 1 controller in the check engine didn't come and after putting it in it comes on.
