Default Vtec problem: cel then no cells??

Car: 95 cx hatch
Motor: JDM B16a SIR II (stock I/H/E)
ECU: chipped p28

So I got the motor in this weekend, didnt hook up vtec, threw 4 codes.
20 - electrical load
21 - vtec solenoid
22 - vtec pressure
36 - traction control

I hooked it up last night, only got code 20, went for a test drive and I didnt feel it kick in.
I pulled over and checked the cells, got codes 20, 22, 36.
Today, i took out the vtec pressure pin, put it back in and again, only code 20.
I went for a test and didnt feel it once again, checked the cells and this time, codes 20, 21, 36.
Grounds have been checked, my oil level, both look good.
(Ive read that vtec wont engage if there are other codes. Is this true??)

Im kinda out of ideas now. Can someone steer me in the right direction??

hrm..

Are you sure you wired the VTS wire into the correct pin location?

Have you tried resetting the ecu?
via pulling the ecu fuse for about 30sec or pull the positive battery terminal off for about a minute.

VTEC will not kick on if you don't have these things installed:
- VTPS
- VTS
- water temp sensor on thermostat housing
- VSS

Also, maybe try the chipped P28 in a friends car to see if the ecu is the culprit in VTEC not turning on...

is your car from canada?, my friend had a 92 si from canada and had the same code 20 when he put a gsr in it and vtec wasnt working. There are 2 thing u can do. Either get a chipped ecu and disable the ELD check or install the ELD. The ELD is a does not come on canadian vehicles. its located in the under hood fuse box on the bottom side of the box.

correct, the car is from canada and infact does not have an ELD, so im guessing we're going to have to send the ecu out again to get re-chipped to disable the eld.

before you jump the gun, look at all your grounds, and any cut wires, i cut my second o2 sensors off since obd1 doenst need it, and the wires touched, sending the ELD code, and also blowing the alternator sp sensor fuse, check your wiring harness for ground outs if you cut anything at all review it, this problem seems to be common, and pretty much any sensor can be affected, for me, it was knock, sp sensor, and the primary o2 heater, take a close look before you do that rechipping thing.

yeah we figured it out with an earlier post, since i dont have ELD the ecu throws that code. same with the traction control.
i sent it away yesterday to be re chipped.

NEW QUESTION:
my heatshield at the cat rattles againt my shift linkage. is it safe to take it off? or can i just cut part of it off where it touches the linkage??
