I don't if you have a DOHC or SOHC or what my DOHC speedo went out and vtec dropped off and then a few days later all my power was draining. Turned out after all sorts of work and changing an alternator it was the Speedo/Alternator Fuse just my 2 cents

Yes, I am pretty sure that the ECU needs to see the vehicle speed sensor, VSS, in order for the vtec to work properly. Fix the speedometer problem, reset the ECU and then try it.
Dont you get a check engine light?

Not sure if you got the problem fixed yet or not and also not knowing what model and what not I'd suggest looking at your fuse panel cover or if it is missing looking on the net for a Fuse Panel Diagram for your particular car, I have one for a 99 Honda Civic Si if that's any help but other than that good luck.
Peace!
