vtec doesnt engage?

vtec doesnt engage?
first a little backround, i have a 93 lx 4 door. it has a stock 99'b20z2 with a 93 gsr head filled with type r parts. the vtec has been ran directly to the ecu (p72) I dont have any check engine lights or driveability problems. but the car does not switch over to vtec? at this point im pulling my hair out what did i do wrong?

check to see if you have enough oil. not sure but ive allways known that not enough oil equals no v-tec ingagment. and to check if the solinoid is good run a multimeter to it to see if there power going to it

I double checked everything. still no vtec. does anybody know if the b20z2 oil pump has enough oil pressure to engage vtec? i'm stumped at this point it seems like i have tried everything.
