Default vss, put in safe mode?

ok so here's the setup. 96 civic hatch, B18c1 with ITR crank, rods, and pistons, b16 head with ITR cams. AEBS intake mani, STR throttle body, ITR header, intake, Chrome chipped p28, boomslang obd2a to obd1 harness. So the car has no check engine lights, but my speedo isnt working. It's not throwing a code 17 or anything for it. I have a rev limiter cut at 5k or so. I have fuel, I have sprak, all grounds are good, good compression, Timing is dead on, I've tried ecu's (virgin p28, chipped p72, chipped p28, P2E, and P2P) just to see if there is any change with teh speedo, or my 5K limiter. So I have fuel to each injector and spark to each plug...but cylinder one will not fire. I could have the car started and run at idle, and unplug the injector plug on cylinder 1 and it do nothing. While if I do so on any other cylinder, the car will bog down and want to die. So my queston is...if the car is in "safe" mode because of the VSS not working, would this be the reason why its not firing on cylinder 1? I've searched and cant find anything like the problem i have. Wiring is good, goes all the way through to the ecu (says my volt meter). All injectors are good, cause if i swap them out it does the same thing. (ex, put injector 4 into injector one slot, it will not fire, but it will fire in slot 4).

did you try a noid light to see if the ecu is trigerring the #1 injector? (can also use a test light) If the light is blinking, do a comp./leak down test.
loss of vss would not cause limp-in (non auto). since i don't have a wiring diagram in front of me i'm *** uming the vss is hard wired to the cluster. load test the vss wires from the sensor to cluster using a light bulb (using power and ground to complete the circuit). most likely the vss went bad.

the vss is bad...i just havent gotten another one. I do not have a noid light, but i've tried about 5 different ecu's and the wiring goes all the way through according to my volt meter. I was just womdering would the car run on 3 cylinders because of this. I dont think it would, but i've tried almost everything for it

but did u try cross shorts short to ground/pos.
load testing is the best way, even though your multimeter is reading .1 to 1 ohm doesn't mean it's a good conducting wire. Using a headlamp puts a load on the circuit bieng tested.
