voltage gone crazy

Default voltage gone crazy

I have 95 civic ex, with about 194k. The other day coming home, my headlights blew and my battery light came on. I looked at my volt meter and it was reading 16 volts!! My car before the other day read between 12.2-13.9, on average..... I checked my cables and replaced my terminals and so forth, and still doing the samething. I also went and bought a new battery, thinking the old one was dead or whatever, and still the same. I went to Autozone, and ran my alternator and bat test, and both said I was good...????? Some poeple are saying something about my voltage regulator may gone bad. That is on the alternator, but does that show the alt bad if the regulator is bad???? I am lost here, if anyone knows anything, please let me know, or feel free to ask questions, I will check regularly. I must find this prob.
