check out groupbuycenter.com for some good deals on wheels.. not sure if they have the ones you want.. but they have some others there for pretty cheap..

Although I don't have the 16 inch ones I do have the 17s and they are about 18lbs so i would say take out about 2 or 3lbs for the 16s.

The polished lip. Is that the same as chrome

I just spoke to a Velox vendor. The weigh 17lbs each.
17lbs may be a little to much for me. Probably going with the Rota C8's instead. I believe they weigh closer to 12

No, that would be called a chromed lip. A polished lip means that the bare metal was polished till it shines, not dipped and plated with another material.
