If he has a stock Civic EX, then he should have VTEC already.
I'm guessing what you're saying is, his valve cover does not say "VTEC", but he wants one that does. Yes, he can buy a SOHC VTEC valve cover, and it will work. (look for a D16Z6 valve cover)

Yup Just cuz the valve cover doesn't say VTEC doesn't mean it doesn't. I think if it has a VTEC head the spark plugs are on the bottom correct?
