High Idle 97 Civic EX
Hi, I'm having an issue with my 97 civic ex. Okay, I was driving a a day ago and everything was running fine and normal. out of nowhere I heard the main fuel relay give a click and the CEL came on and idle went to about 2000 rpms. I shut the car off and turned it right back on... The CEL went away and idle resumed at normal levels for literally a couple of seconds and the click from the relay came again and rpms shot back up. Now when ever I start it the idle is at 2000 rpm and CEL wont go off...Not even If I unhook the battery. When I tried to have the light diagnosed the orange machine thinggy that the guy at the auto store used came up saying no link. I went to another parts store and the same thing. They say the machine is not drawing power when its plugged up. I've changed the main relay, Iv'e changed the map sensor, I've dismantled and cleaned the IACV I have no clue what is going on. Some body please help me.

I went to have it read at the auto parts stores and they said they weren't getting any power from the outlet that the hand held diagnostics machine plugs up to. So reading they CEL is impossible as far as I know.
