first off, its "VTEC"....
secondly, with or without any aftermarket additions (intake, namely), the VTEC on a sohc motor is distinctly quieter compared to a DOHC variety.
just cause u dont hear it, doesn't mean its not there.
then again, you also may not even have it running correctly.

I can hear mine....then again I got a 2.5 exhaust and a turbo. But I can hear it get noticeably louder at vtec switch. Nothing that makes you deaf but you can hear it.

Re: v-tec in a d15b?? (usdmike)
teh noob vtec thing.... my buddies using the account.
The engnine throws no codes, plent o oil, it should be running correctly.
Has intake and is running a test pipe only.
here is the question: Should I be able to here a sharp tone change like the d16y8 vtec? or does the mad 3 stage vtec engage smooter... so i cant hear it?
If you dont know about the jdm d15 or how it sounds, dont make **** up

how does your oil not work?
i already said i have plent o oil so i dont think that is the prob, and we have a JDM PO8 ecu up in der so it shold be good to go.
and it pulls like it shold have VTEC but i want a audio confirmation.

oh that, um.. well you should just get it dyno if you really wanna know. if you power begine to drop at about 6k then you know your vtec ain't working if not then it is. about the audio sound. it's a sohc so you gotta listen very careful. it's a high pick sound so hight almost can't hear it. if it was a dohc man you can hear that from a block away.

Pull off the intake and try that. You should really be able to hear it then. Perhaps you should also run 12 to the solenoid and ensure that it actually works. But with an intake, you should definitely hear it. I can on mine, but I also don't have a ghetto exhaust to drown it out.
Maybe try diagnosing it or being creative. There are a number of how-tos for VTEC lights and whatnot. Helms manuals also have a wealth of knowledge for troubleshooting engine problems. That might be your way to go. Or maybe a Q-Tip?
