Nope. The ecu needs the signal to know the speed is above 17 or 19 mph so it can allow vtec to be used basically.
edit- I don't know, but you can try some kind of simulator (never tried before)

ground the sil. to the block instead of the thermo, install a button that you could use to send 12v's to the green wire on the sil.
but why are you wanting to do this?
edit: theres only one wire connected to the vtec switch (which is green)
