Default upgrading D16Y8 NA for street/daily driver

I searched around but didn't find much info about this.

Let me first start with my goals. I would like to have some more power with my D16 motor, mostly in the bottom end. Right now my Civic has 38,000 miles and would perfer to keep the motor til it starts to fail. Also in California the smog police come down hard in my town. So I was thinking about changing out the cam with a Skunk2 and the manifold with a Skunk2 unit. Not sure what to expect but I would like to at least gain 15hp from both of these mods.

Is that too high to expect? Any other ideas for a making a D16Y8 more fun to drive? My total budget is $1500. Any comments welcome.

*EDIT
I just found a post about the SOHC.

Thanks

Get the basics like intake and exhaust.
Then get the cams.

15 hp should be attainable. But with the amount of money your going to spend, it might be worth considering a motor swap.
Try calculate your total cost for upgrade and amount of HPs you gain. See if its worth it.
