Unfused ECU?!

Default Unfused ECU?!

Short version: ECU fuse under the hood isn't there but the car runs great. What the hell?

Long version: So I keep throwing code 15 which means I have to get out, open the hood, disconnect the negative terminal, wait, etc... I lose the presets on my stereo and all that good stuff. It happens a few times a week - real pain in the ***.
I've had no luck tracking it down so I decided I'll just wire in a switch to reset the ECU from in the car - much easier and I wont lose the presets. I started doing some research on how to wire this in safely. I'd like to just interrupt ground but there are two grounds at the ECU terminals. Ugh, more crap in the way so I decided to just go to the fuse block and figure something out there. This is where I discover that the ECU fuse is non-existant - there's a spot for a fuse but it's just not there. WTH?

This can't be safe, right? What could have been done to cause this? I can't find anything odd on the fuse block or the wiring.

both legs of the fuse receptacle have power for the main ECU fuse. I'm trying to disassemble the fuse block itself now but I'd rather not destroy it in the process. Any hints on this one?

Sorry it's taken a minute to get back to this. Had some things to take care of and was out of pocket.
The car runs starts and runs just fine with the fuses as they are in this picture. I didn't get the fuse block apart like I had hoped. Thoughts?

There should be no fuse inserted into slot 44, 45, or 46. Remove each of those fuses one at a time to see whether the engine fails to start.

I'll double check those tomorrow but I'm fairly certain They are just spare slots. I did notice something odd from the diagram though. Fusible link #36 blew at one point and the car went dead. No dash lights, etc. I have no moonroof either.
This is a 94 eh body with a chipped p28. Ls block/ tranny and integra xsi head. At this point I'm guessing the fuse block isn't original to the body and we're looking at the wrong diagram. Does that sound reasonable?

Checked 44,45,46. Just slots for extra fuses.
