Unequal Rear Dumb Break Pressure
I have a 1992 VX hatch with rear drums, and I have a hunch that one wheel is getting more pressure than the other, or braking before the other.
I also have a hunch that when the e brake is pulled one wheel is locking much before the other.
Is this a result of adjustment being needed?
Any tips would be great as its really annoying.

Have you checked the rear tires with the car on jack stands? Rotate the tires and listen and feel for drag. There should be some drag with the rear drum setup.
As for e-brake adjustment, that is a simple task to do. You will need to adjust the throw of the e-brake arm via the bolt assembly that is located inside the e-brake "plastic housing"
If I remember correctly, item number 10 will allow the e-brake cables to be tightened at the same time.
Item #9 will allow for the cable adjustment to either drum (if I remember correctly again).
