Default Uh Oh...D15B8, now what?

So I just bought this 94 CX with a D15b8. After some research, I have found that it has a whopping 70 hp.
What is the simplest (read cheapest) upgrade to get me closer to 100hp?
I have read a few places that you can swap a D15b7 head on it?
Any help would be greatly apprechiated.

I would like to keep investment under $500 for now, during the winter months I will have more to play with.

Z6 is a very decent engine for cheap.
