ugh...RUST!
OK...here is the deal...I bought my del Sol and lifted up the rubber lining on the doorsill shown in the below picture to find a dime sized rust spot, shallow, but still scary. What I am wondering is if this is going to affect the frame. Is this part of the car's frame? I'm sorry but I know nothing about car frames. Also, would they be able to cut out a small section of steel and weld another piece in?

As long as it's surface rust you can sand to bare metal and repaint. If it's gone through then you must cut and reweld. If it's starting there you may want to check all over.
Now about the yellow interior....

Not my car...but is that anywhere near the frame of the car? Can someone show me where the frame of the car is located, I know there has to be a diagram floating around here somewhere.

Well, it's just on the surface, and not very deep at all...I take a key and scrape on the rust and I hit bare metal so it's not all the way through. But what I am concerned about is whether this is near the frame so when/if they have to cut some of the area out, will it affect the frame integrity even if they do weld in new steel?

Well, went out and checked on it. I ended up scratching at it and found that it was through the panel. If that is part of the frame, I guess it's nothing but really thin sheetmetal. What should I do to stop the rusting?

It's a flat area, and I am assuming that it can just be replaced with normal sheet metal right? But what I really want to know is is this part of the frame?

There is no frame. It's a unibody where stamped sheet metal is welded together to form a rigid struture. As long as you cut and weld up the hole it will be fine.

As long as it's welded together with metal and not filled with bondo then yes it will be fine. Most anyone who does body work will know what is safe to cut.

or, if you just want a quick fix for now, requiring probably about a buck 50 and 2 minutes of your time = apply some clear coat nail polish over the rusted area. it acts as a seal and prevents the rusted part from getting larger.
clear nail polish works wonders!
