turning signals arent working

turning signals arent working
I have a 96 civic and the turning signals arent working when you try to turn them on nothing at all happens, also when I turn the hazards on only the right turning signal comes on. I checked all the fuses and replaced them, I replaced the peice where you turn on the turning signals and it still isnt working. One of the wires connected to the hazards are out and when we replace it it pops the fuse. Do you think it is something with the harness are could it be a relay?

Have you tried simple stuff like the bulbs? or the relays and fuses both under the dash and under the hood? Try that and see what happens.

that piece where it controls the signals the big black thing, thats the one under the dash right? you replaced that?

Yeah I replaced that. I am going to replace all the relays and the wires that run through the turning signals because I have another civic for parts so I am just going to rip everything from there and hope it works.
