Default turn signal, clock & cluster problems 92 civic lx

alright heres the deal
i was soldering the connections on my passenger side turn signal ( i had to rework my connections for my side markers) anyways, i had it on to test it to see if it was working, I accidently touched the red and the green wires together, now my Turn signals, guages (they light up), and clock dont work. my hazards work, and everything else work.

what could be the problem?
and yes all the fuses are good.

any suggestions would be nice.

i am thinking i have to chase some wires, but i dont know where to start.

The fuse in the Engine bay. I think it's 7.5 amp.

It's a 10A dash fuse.

the back fuse is still good and has power going to it.

the the 10A dash fuse im assuming your talking about is the instrument, tail light, and license light, is also good.

Turn the key to ON(II) and check whether dash fuse 15 has voltage to body ground at both top test tabs.
