Seriously, research. You can't just "slap a turbo on" and be good.
If you need to ask if you need both, then you need to look further into it.
And no. You dont NEED both. If your turbo has an internal wastegate, then you wouldnt need another on. What turbo are you planning on running?
Yes to the BOV (blow off valve). You'll want that to de-pressurize your charge piping so you dont damage your TB or the turbo.

Man U FTW
I can't believe that people who are buying, or worse yet installing a turbo setup dont understand that there's a difference between a wastegate and a bov. Before i built my first turbo setup, i had researched EVERYTHING over the course of almost 2 years. I guess people are just impatient nowadays

Wow. If you aren't sure if you need those two pieces how are you sure you are getting something that is worth more than it's weight in scrap metal? I would suggest a bit of reading before you drop the bones on this setup. Here's a few links from a site that has been one hell of a help to me.
