If you're going to just throw around arbitrary questions about HP based on boost pressure the last thing you should be considered about is tune.
Primarily, it's IMPOSSIBLE to even give you a ballpark figure without knowing the turbo kind/size. Then from there you may be able to make an estimation based on how it's tuned and what kind of other aftermarket equipment you have such as the valvetrain.
An aftermarket exhaust does a lot more for a turbo app than a stock one.
There's some cars that make 1400whp on ONE turbo (not twin turbo), there's some that make 175hp on 8 psi.
It's primarily in the size of the turbo, nothing more, you need to tell us that first. Then you need to tell us what else you plan to do to the motor. What type of setup do you plan on running?
Even then, it's still pretty damn hard for somebody to throw numbers at you.

actually open down pipe is the most power producing exhaust sstem and
its actaully not louder than an N/A car, turbos are actually acting as baffles
