Trouble with timing belt and tensioner!!!!

Trouble with timing belt and tensioner!!!!
Hey guys, I bought a new del sol and it had a blown headgasket. I bought that and also bought a few new parts like a thermostat (old one was stuck closed) and gasket, TIming belt, headgasket, valve cover gasket set, water pump and gasket, and fresh oil and antifreeze. I did everything like I should. Lined up both the cam and crank seperately. Thing is, when I put the belt on all the pumps and pulleys, everything still seems to line up!!! But once I set the tensioner to really tight and install crank pulley, the timing is off 1 tooth on the crank!!! I did it 3 times and got the exact same result. I am at a loss really. Plz help me HT!!!
And btw I have looked at over 20 plus threads and I follow step by step and still get same result.
Only different thing I did see , was that a few guys said something about turning the tensioner 1 turn loose and moving crank pulley so cam pulley moves 3 teeth then retighten? IDK wat to do....
