A ****-load of things can cause that. 1. Try launching at a lower RPM (2600 works for me). 2. Decrease tire pressure (if the tires are too full wheels won't get optimal traction or bite on the surface). 3. If you're racing on the shitty streets of MI . . .well, there's that answer. 4. Get better suspension.

yep all that plus try feathering the clutch abit. With decent tires you should be able to launch around 6000-6500 rpm.

yea dont dump the clutch unless your on slicks. feathering works best. ive revved up to 5k in my 16 when i feather it.

my guess would be your psi in the tires are too high. does it just burn rubber or does it get wheel hop?

Get better tires, less tire pressure, and feather the clutch more.

2600? That seems way to low. In my 99 Si about 6500rpm is where I launch. The b16 doesnt have enough low end to launch anything under 5500rpm's.
