Mr. Chainsaw

so's, i installed a b18b into a '97 civic cx. used the cx harness, did the iac repin, blah blah blah did everything correctly. when i barely hit the gas, the car acts like it has a 2step, i can rev past it, but it is insanely annoying driving. if i'm off the gas, it almost acts like i'm slamming on the brakes, if i give it gas, it jerks real hard as if i'm wot. so i have to use the clutch... a lot. i took a volt meter to my tps. i've got my ground, i've got my 5 volt refrence, and i have my 0-5volt varience. closed throttle is at .50. when i get to .60 the car starts chugging and acting like a 2step. when it gets to .80 it stops. anyone have any idea whats going on here? the motor didn't do this in the last car it was in.
