Tire tearing off front bumper.
I bought a civic and it has full coil-overs that was max out and the car sits real close to the ground. It rubs against the inside of the wheel well every little bump. I raised it up 2 inches and my 2 front tires rubs against the front bumper and tearing it off when doing a hard turn. I raised it up 3 and 4 inches and still rubs.
Current setting:
LS webs with 195/60/15. Should I change the tire out to 195/50/15 or 195/45/50? Would that prevent the rubbing?

195/55R15 is the stock size, so why don't you try that first. At stock height, it will not rub unless there is body/fender damage to the chassis. The more you lower the vehicle from the factory height, the greater the chance that you will have tire contact with the body. Everyone likes the lowered look... but not everybody likes what negatives come along with it.

you can get smaller tires, and then lower your ride some more. But be warn, I don't really care what happens to your car. I'm just giving you suggestions on what you want to do.
