Default Tire offset questions

My stock 14" steelies have 65mm tires, so if I order 15's with 45-50mm tires how much of a change will that make on my speedometer? I'm buying some slips but don't want the speedo to be off much. This problem is the only reason I'm aiming for 16's, and planning on getting some 50mm Falkens so the total wheel diameter isn't too far off stock. The only reason I care about this is because I live in police city..
