Default tire eater fin in wheel well

How would I go about bending/cutting the fin that sticks down located directly above the front tires? I just discovered nice groove/cut marks in my tires. I don't have a grinder so dont say grind it.

Would bending or cutting that fin have any negative effects to the alignment of the fender on the outside? It is two pieces of metal stuck together. Would it ruin anything in that area, cause things not to line up properly, or could the sheets of metal separate if I bend it some how (which was a bitch cause I tried a while ago and it wouldn't budge, infact, I felt like I was going to make the fender pop out toward me). Will anything be thrown out of alignment, body wise?

Many people who dump their cars just grind it all the way down. Shouldn't hurt a thing.

I got a hammer and pounded them flat - no more tire rub!
