Back the star wheel off a little, there should be a slight drag when turning the drum when they're adjusted properly.

You've been trying to adjust the wheel with a brake spoon? I would remove the brake drum and check out the star wheel.

What car?

Sometimes the star wheel adjuster seizes up by brake gunk collecting where the two clevises connect to the adjuster bolt. Pull the clevises and adjuster bolt apart and then clean and grease them.
