Default Timing question

i have a 93 honda civic ex with a 1.6 SOHC v-tec. i want to do the timing on it. it says i have to connect a paperclip to the SCS connector. Is this connector under the dash or under the hood? is this the same connector you can read read diagnostic codes from?

that connector is up under the dash on the passenger side by the ecu.. it is used for cel's but i dont think you need that to do your timing.
