Default timing off?

i did a sohc vtec zc swap in my sol the other day..and after i was done it ran weird when i started it up..so i checked everything out and noticed one side of the timing belt was loose and the other was tight....then i markd the cam gear and timing belt...cranked the motor in one rotation..and it was off by one tooth..did this again and the first mark was off by two teeth

this means timing is off correct?

any tips?

is normal to have one side of the t-belt loose.
make sure your t-belt tensioner is not loose.
i think the torque is 35 foot pounds
