Default Timing Issue on D15BY8

So this is my 96 Ek Hatch with a D15BY8. A few months back that car died on the road. Turned out a good portion of the teeth on the timing belt had been sheared off of course throwing timing off and inevitably bending some valves. Well got the valves replaced, changed timing belt(obviously), water pump tensioner etc. When putting everything back together I tried my best to line up TDC on cam and crank but I'm not sure whoever put this cam on lined it up right. Well to make a long story short this is my problem. When turning it on I have to pump gas while turning over the motor, and when it finally turns on I have to hold the gas in for a little bit before it stays on. Then of course the idle is totally wrong and when I come to stops it will shut off if I don't give it gas. Is there any way of telling TDC by looking at the camshaft itself? eg:taking the valve cover off and turning the gear or whatever. Thanks in advance and please...if you're not going to say anything helpful don't post at all.

Put a long screwdriver or stick in cyl 1 and turn the engine over manually until the stick is the highest and the single line on the harmonic balancer lines up with the marks on the covers. Once that is done the engine is at TDC. Adjust that with the marks on the cam gear that is on the head with the covers. With both gears adjusted and the belt on it should work great unless you have bent valves. Hope this helps!

D15BY8? So you have a D16Y8 head on a D15B block? What cam gear are you using? The Y8 cam gear will leave you off timing by about a half a tooth - you either need a B7 cam gear, or an aftermarket adjustable.

It's an aftermarket adjustable cam gear which is why I'm having this problem in the first place. I don't think whoever put it on did so that the markings lined up correctly which is why I'm asking if there is a way to tell by the cam shaft under the valve cover. Thank you.
