timing on a d15b7 block with a d16z6 head?

Default timing on a d15b7 block with a d16z6 head?

how do i set the timing on here, ive tried a few ways but im still not sure if its right b/c i cant get my car to start and ive checked everything, getting fuel and getting spark and everything is hooked up right, so the only think i can think of is the timings off, right?

the way i have it right now is the cam gear is top dead center with the both lines on the left and right are level with the top of the cylinder head and of course the makes on the crank pulley with the mark on the block are lined up
