Default Timing Belt Tensioner a must with Timing belt Replacement?

Is the Timing Belt Tentioner a must when replacing the timing belt?? or can I get away with out replacing it?? I dont think it's spring loaded so can't really wear out in that matter....I only see if the bearings are bad in the pulley itself I should of course buy a new one. correct?

definately not necissary...only replace it if it no longer tensions the belt, or does not spin freely

How do you know when the tensioner needs to be replaced?
I will be replacing the Timing belt on my GSR motor before I drop it in my Cx. The motor only has 53k (1998) on it so I am thinking it should be good to go
