earlier today noticed a weird whining noise coming from my engine bay and when i popped the hood i saw little particles shooting out of the timing belt area.

well, it happens to be that the timing belt has moved out of its original postion on the water pump gear and shifted towards the block and is now rubbing. well, i loosened the tensioner and moved the belt back to the original position, tightened up the tensioner and turned the crank pulley clockwise to set the timing belt in it position.

well, i start the car and the timing belt found its way back to the block. seems that the water pump gear is angling inwards guiding the belt to the block. is the signs of a bad water pump or loose gear?

Sounds like you definately need to replace both the water pump and the timing belt if it's getting wear around the edge from rubbing the block. hondaautomotiveparts.com or that prostreetonline.com or whatever it is that has a banner on top of this board will be your cheapest solutions short of buying used. That prostreet had timing belts in the $30 range and water pumps were pretty inexpensive too, not a sure who manufacturers the parts though.
