timing belt just wont go in. HELP!

Default timing belt just wont go in. HELP!

i have cam gears set at btdc and camshaft sprocket is aligned with block pointer. i can get the belt around all gears and tensioner, but, i cant get it over the exhaust cam gear. pissing me off cause i just need a few millimeters to clear it, but, it just wont go. ive tried to loosen the tensioner by pushing down on it and using the hanger method to pull down on the spring, but, still a no go.

any suggestions would be appreciated.
