Timing belt jumping?

Timing belt jumping?
Hello, I'm having quite the headache, the engine is a d16y7 block with a y8 head. It either when the car has started, running, or shutting it off. It seems as though the timing belt jumps. I've searched but couldn't find quite the right thing. The belt is on tight, So I guess it can't be the tensioner; or is it? If anyone has any insite pleace let me know, Thanks Joel

the only way the belt can jump is if it's not tight, if the tensioner is not tightened down or if the belt/pullies are messed up.
are you sure you got the guide washers on the crank correctly?
are you sure the belt jumps or are you guessing that it does?
