Timing belt issue
Hi guys, just doing a timing belt and w/p on my 1999 civic (d16y4) i lined crank and cam pully to TDC. replaced the old belt, belt tensioner and w/p lined up new timing belt. tightened the belt tensioner and rotated the engine 2x to tdc and the new belt marks dont line up when crank and cam pully are on TDC??? help would be really appreciated

What kind of belt did you get and where did you get it? Is it for sure a D16y4 belt?
Did you do this with or without a guide/manual?

I counted the teath on the new and old belt both have 104. i went though the manuel and the only thing i didnt do is disconnect the battery, remove the crank shaft sensor (as it wasnt in the way), turn the crank 2 teeth and tighten the tensioner and i only turned the engine 2x counter clockwise (as the engine turns).
what should i do now with my marks like this after turning it 2x

I've only done it once so I can't really offer the best advice.

27 Carefully turn the crankshaft counterclockwise six revolutions and recheck the timing marks and camshaft sprocket index mark for poor alignment. If the crankshaft binds or seems to hit something, do not force it, as the valves may be hitting the pistons. If this happens, valve timing is incorrect. Remove the belt and repeat the installation procedure and verify that the installation is correct.
