Default Timing belt

I drive a 93 civic ex and I bought it used. How do I know when it is time to change my timing belt? er before I snap it. And should I also change the water pump while I am at it? thanks for your time all.

If you bought the car used i would do the timing belt, tensoiner, and water pump when you buy it you never know how the car has been driven and maintained.
