Timing on B18C1 in an SI hatch???

Default Timing on B18C1 in an SI hatch???

I tried setting my timing to 16 +/- 2 and it just wouldn't. I let it get its normal driving temp when I checked it. I have no mods on the car due to smog registration being due. The car passed visual and the 25 mph test but not the 15 mph test. My hydrocarbons where high and my timing was way off. I did a valve adjustment 3 months ago but I have never changed my timing belt. The engine has 90,000 miles on it. Could it be the timing belt or is there something else wrong with my car? Thanks for your imput in advance.

i believe you are supposed to use some kind of jumper either on the fan relay, because it keeps it from going into "fast idle" and rasing the timing
