yes it can, and it can also cause the symptoms your having with the gauges..also make sure all of your grounds are making good contact and the ground wires are in good condition

It could and high resistance in your wires could as well. Check the voltage at your alternator then at your battery. If there is more that a .5v drop its high resistance and you can go from there. If your alternator reads below 13v with no load(idling with all accessory's off) its your alternator.
