Default Thermostat question.

i have figured out that my car is stuck in cold start mode. this is why it redlines so low and why the vtec isn't working. i have a new mugen fan switch but a stock thermostat. when i start my car the heat gauge on the inside slowly rises but the fan never turns on. so my question is: can it be that my thermostat is broken even though the heat gauge is working or is it something else? your help is much appreciated.
