Is there a way to check if my vtec is wired correct/engaging?

Is there a way to check if my vtec is wired correct/engaging?
I just bought a 95 Si with a GSR motor and lots of little extras (seats, coilovers, strut bars, etc) for $3800 (DEALS!! - just had to put the motor in)
Anyways, he kept his chipped ECU, and I'm guessing (didn't ask..) he put the Si one back in. He said it was wired for VTEC, but wouldn't i deffinately notice it engage?
First time taking it out:
1st gear - goes to 7k and seems to cut out (power ends and RPM's drop a small bit)
- shift -
2nd gear - goes to 8.5k this time
- shift -
3rd gear - takes it up to 8k, then coasts back down to 40ish MPH (and yea, by this time i've **** myself at the amazing acceleration and speed)
So, is there anything I could check for? Wiring? The ECU? Retry making it engage? While going through those gears i never noticed any kind of extra kick of power, and he said it was at 7k it would engage.

The Lazy thing to do is put a light to your VTEC solienoid. If the light comes on VTEC works.

Make sure:
You are going 20mph
Your engine is warmed up completely
You have enough oil
You don't have any CELs
You are going 20mph
