Is there any way ur car can get stuck in clear flood mode?

Icon2 Is there any way ur car can get stuck in clear flood mode?

Im having a no start problem with the intectors not operating no power checked with a noid light. It acks like its in clear flood mode has spark/ fuel pressure to the rail/ compression no blown fuses checked the main relay and ecu the car is a 95 civic hatch cx

A noid tester does not tell you whether voltage reaches the injector clips. Use a test light or multimeter to check whether all four injector clips have voltage with the key in ON(II).

How did this problem start?
