Test pipe on 2000 Si

Test pipe on 2000 Si
I need some help here. I purchased a test pipe for my Si and was told by some people that on a OBD II set-up a test pipe will make me lose power not gain it. Is this true? Maybe somebody that has one on their car can help me out.

Well if you don't have the second 02 sensor hooked up, you will be running richer than normal, and might lose some power like that.

I thought that I was correct and it would work just fine, thanks for the second opinion, the test pipe has a O2 bung welded into the pipe for the sensor I just want to free up a HP or 2 and sound a bit louder with the comptech cat-back that I just installed. I'm blessed with living in a rural area that doesn't enforce emissions testing
