Default Temperature gauge is inconsistent

Please help.
My friend's temperature gauge is screwing around and I think he might have a problem with a sensor or his thermalstat. When he starts the car the needle moves to up to a respectable level, but when he drives on the freeway at high speeds the needle drops back down. He mentions the engine is cool after feeling the hood and that the car sounds and drives as if it has just been started after sitting around all day.

Anyone with a clue as to what is going on.
