Default Temp gauge and luke warm heat

My heat seems to blow semi hot but the car never gets hot inside until after im in there for what seems forever . I dont have much of the rear interior in the car so that might contribute some but it just seems like the heat isn't that hot and not enough comes out of the vents , also the temp gauge never gets in the middle , its gets a little over a 1/4 up and it was like that in the summer too. I just replaced with oem thermostat and it didn't seem to heat up anymore. I did a search and saw the cardboard in front of the rad trick , ill probably do that and also check the lines to see if on is hot and cold. Any other things i should check? And does anyone else have the problem of the needle never getting to the middle point?
