Default Temp Gauge

I have a 96 Civic EX with a Vtec. I just bought the car and have noticed the temp needle wont rise, when i start it up while the heater fan is on. I drive it for 15 minutes and the needle has barely risen. I turn the fan off and the needle rises. I have other Honda's and none of the other temp gauges do this any ideas?
